Rewrite at a lower reading level

Content for a general audience, a non-native reader, or a nervous one.

Rewrite the text below so a competent reader with no background in this subject can follow it on the first pass.

Do:
- Shorten sentences. Average under 20 words. Vary the length so it does not read like a children's book.
- Replace abstract nouns with concrete verbs and actors.
- Introduce one new idea per sentence.
- Define any term you keep, on first use, in six words or fewer.
- Put the main point of each paragraph in its first sentence.

Do not:
- Remove necessary precision. Simpler is not the same as vaguer.
- Add cheerful filler or reassurance.

Afterwards, list any place where simplifying cost accuracy, so I can decide.
