Restructure this navigation and IA

Features keep getting bolted onto the menu and nobody can find anything.

Help me restructure the information architecture below.

1. Group items by the job a user is doing, not by the team that built them or by our data model. Show the proposed grouping.
2. Name each group with a word a user would actually use. Reject internal jargon and say what it was.
3. Flag every item that plausibly belongs in two places, and decide where it lives, with a cross-link if needed.
4. Identify orphans: things reachable only by URL or by memory.
5. Say what should not be in the navigation at all because it is done once and never again.
6. Check depth. Anything more than three levels down needs a justification.

Finish with the top-level menu as a plain ordered list, and the reasoning for that order.
