Cut this by 30% without losing meaning

Any draft that says what you mean but takes too long to say it.

Cut the text below by about 30%. Keep every idea. Lose the words carrying them inefficiently.

Target in this order:
1. Hedges and throat-clearing: "I think", "it seems that", "in order to", "the fact that", "basically", "really".
2. Sentences that restate the previous sentence.
3. Adverbs and intensifiers doing no work.
4. Nominalisations: "make a decision" becomes "decide", "provide assistance" becomes "help".
5. Whole sentences that exist only to introduce the next one.

Return the edited version first. Then a short list: what you cut and why. If a passage is already tight, leave it and say so rather than rewriting it to look busy.
