Turn my research into a one-page briefing note for a decision-maker who has five minutes and did not ask for background. Structure: - **Bottom line**, two sentences. The answer, up front. - **Why**, three bullets. The evidence that drives the answer. - **Confidence**, one line, including what would change it. - **What we do not know**, two bullets. Real gaps, not hedging. - **The decision or action required**, with a deadline if one exists. Rules: no background section, no throat-clearing, no restating the question. Every number carries its source. If my research does not actually support a bottom line, say so rather than writing a confident one, and tell me what is missing. My research:
