Capture the open questions

At the end of a discussion, to make sure nothing unresolved gets lost.

Read the material below and list every question that remains unanswered.

Include:
- Questions asked explicitly and not answered.
- Questions answered partially, or answered by someone who was guessing.
- Questions nobody asked but that the discussion depends on. Mark these separately, they are the valuable ones.

For each: the question in one clear sentence, who is best placed to answer it, whether it blocks anything, and what we should do if we cannot get an answer soon.

Then rank them by how much the answer would change our current plan, and name the one question worth chasing today. Do not answer the questions yourself unless the material clearly contains the answer.

Material:

Decisions and actions. Pulling what was settled and who owes what out of a set of notes, and catching what was not.
