Find the passive voice and the missing actor

Writing where things happen but nobody appears to do them.

Go through the text below and find every sentence where the actor is hidden.

That includes:
- Passive constructions: "mistakes were made", "it was decided"
- Abstract subjects doing human things: "the process determined", "the data suggests"
- "There is" and "it is" openings that bury the real subject

For each, quote the sentence, name who or what is actually acting, and give an active rewrite.

Then tell me which ones should stay passive. Passive voice is correct when the actor is unknown, irrelevant, or deliberately de-emphasised. Do not convert every instance on principle.
